    The ANNUAL HOV LANE REPORT is prepared by the California Department of

    Transportation (Caltrans) District 4 Office of Highway Operations. This report

    contains information concerning High Occupancy Vehicle (HOV) lanes on the

    San Francisco Bay Area freeway system. Traffic performance data for mainline HOV

    lanes and HOV toll gates are provided for calendar year 2005. This data includes, traffic

    volumes, vehicle occupancies, HOV lane time savings, and HOV lane violation rates.

    Data for this report is collected twice annually — once in the spring and once in the fall

    — when normal commute traffic patterns and conditions generally occur. Volumes and

    occupancy data for HOV bypass lanes at metered freeway on-ramps are not included in

    this annual report; however, general information on these ramps is included.
