Abstract:As state DOTs seek solutions to funding issues, their attention has turned to identifying alternative and innovative sources of revenue and cost savings. One potential source of new revenue and cost savings that has gained recent attention is value extraction from highway rights-of-way. This research first established the state-of-the-practice of value extraction projects and initiatives in highway rights-of-way. In the next step, the research team conducted the required analyses and developed the tools to be used by FDOT as decision support in implementing three high-priority value extraction projects chosen by FDOT including (i) solar photovoltaic, (ii) LED lighting, and (iii) haying or planting in highway rights-of-way. The research team analyzed the legal framework affecting implementation of value extraction projects in highway rights-of-way, conducted case studies to collect additional data, and developed a tool for feasibility screening of these value extraction projects.
