Abstract:Border Master Plans document a region’s needs and priorities, and recommend a mechanism to ensure coordination on current and planned future port of entry (POE) projects and supporting transportation infrastructure to serve the anticipated demand imposed by a growing population and an increase in economic activity in the study area. The objectives of the Laredo-Coahuila/Nuevo León/Tamaulipas Border Master Plan were to: (1) design a stakeholder agency involvement process that is inclusive and ensure the participation of all involved in POE projects and the transportation infrastructure serving those POEs; (2) increase the understanding of the POE and transportation planning processes on both sides of the border; (3) develop and implement a plan for prioritizing and promoting POE and related transportation projects, including evaluation criteria and rankings over the short, medium and long term; and (4) establish a process to ensure continued dialogue among federal, state, regional, and local stakeholder agencies in Texas and Mexico to ensure continued coordination on current and future POE and supporting transportation infrastructure needs and projects.
