Abstract:

This report is concerned with the review of data generated on projects let under the statistically oriented end-result specifications (ERS) on asphaltic concrete and Portland cement concrete. The review covered analysis of data for determination of price reduction for deficient material and overall variability of data. ; The analysis and evaluation indicated: (1) an overall reduction of less than 0.5 percent in the contract unit price for asphaltic concrete and Portland cement concrete; (2) at least 74 percent of all projects meeting the requirements for 100 percent pay; (3) a significant decrease in overall price reduction for asphaltic concrete since the first evaluation of 1975; (4) some increase (from 1975) in non-uniformity in the production phase of asphaltic concrete with little or no difference in the compaction phase; (5) good to excellent control in production and testing of concrete used as critical concrete; and (6) a need for continual evaluation, such as the one presented here, for enhancement of the State's overall quality assurance system.
