Abstract:In 1997, it is estimated that 1.3 percent of drivers with a commercial driver’s license (CDL drivers) used controlled substances, and 0.2 percent used alcohol. In 1998, it is estimated that 1.5 percent of CDL drivers used controlled substances and 0.4 percent used alcohol. These year-to-year differences in the estimates are not statistically significant. On the basis of these findings, FMCSA’s required testing rate for CDL drivers remained at 50 percent for controlled substances and 10 percent for alcohol for calendar years 1998 and 1999.
