The Virginia Department of Highways and Transportation conducts underwater inspection, maintenance, and salvage activities as part of its routine operations. These activities are carried out by divers from the private sector working on a contract basis and Department employees trained in the use of SCUBA. This manual expresses the Department's attitudes and expectations concerning the use of SCUBA by Department personnel, with emphasis on concern for the employees' safety and the avoidance of exposure to dangerous or hazardous conditions.
