Abstract:This study focuses on a proposed international crossing across the Detroit River, connecting the cities of Detroit, Michigan and Windsor, Canada, and replacing the current Ambassador Bridge and Detroit-Windsor Tunnel, both built during the late 1920s. Financing techniques provide various forms of ownership, tenure and governance (OTG) strategies. The objectives of this project were to: (1) identify different strategies ranging from public to private to various forms of joint OTG scenarios; (2) identify barriers and opportunities associated with the OTG scenarios; (3) develop an analytic framework that can be used to test different OTG scenarios; and (4) identify measures of effectiveness (MOEs) to evaluate OTG scenarios. This report includes a background discussion, a literature review, and a Phase I project summary. Appendix A presents a framework for analyzing different OTG strategies for the proposed international river crossing. Appendix B contains a list of toll bridges, tunnels and highways in the United States.
