The 2009 Indiana Rail Plan was developed as part of the Indiana Multimodal Freight and Mobility Plan to direct the State of Indiana’s future freight and passenger rail policy, provide a framework to guide future decisions regarding rail system investments, and ensure the efficient use of resources to support system wide objectives. The Rail Plan supports INDOT’s Long-Range Transportation Plan, and in so doing will address how rail freight and passenger mobility impacts the entire transportation system of Indiana. The Plan was commissioned in 2007 prior to the Passenger Rail Investment and Improvement Act requirements (PRIIA) and therefore does not comply with PRIIA State Rail Plan requirements.
