Abstract:This report is the product of Task I of the financial accounting and reporting elements (FARE) project sponsored by UMTA under project IT-06-0034. The primary objective of Project FARE (Financial Accounting and Reporting Elements) is to develop and test a candidate reporting system which will accumulate transit industry financial and operating results by uniform categories. The system is to be designed so that it can eventually be implemented on an industry-wide basis. To ensure the feasibility of future implementation, the candidate reporting system will be tested for practicality and usefulness at selected operating sites. Ultimately, the information collected through the industry-wide reporting system will be designed to address the wants of: Federal, state and local government agencies for transit industry analysis and for financial assistance program administration; Transit industry associations for monitoring industry performance; and, Individual transit systems for comparing their performance with other transit systems with similar characteristics. The FARE project has been divided into the following tasks: Task I – Identify the information requirements of the potential users of the system.
