Abstract:This report is prepared in response to the requirements of the Emergency Energy Conservation Act of 1979 (P.L. 96-102, EECA). Section 102 of EECA, entitled "Report on Plan Development," calls for the following information to be transmitted to the jurisdictional committees of Congress: A description of the measures taken after the enactment of EECA to establish a rationing system; The costs of these measures; A description of the additional measures that remain to be taken in establishing a rationing system; A timetable for the completion of these additional measures; and, An estimate of the costs of these additional measures.
