    The primary purpose of this User Service document is to address the needs of the relevant stakeholders within the maintenance and construction operations community. Based on these needs, the MCO User Service further describes the services it should provide, the operational concepts it should follow, the technologies that could be used, potential costs and benefits, and the organizational roles/responsibilities to make it all happen. Therefore, the MCO User Service provides a starting point for the United States Department of Transportation (U.S. DOT) to help the MCO community to keep up with current and future roadway and infrastructure investments. In doing so, this MCO User Service document also provides the narrative necessary for inclusion into the National ITS Program Plan and the expansion of the National ITS Architecture. That is, based on this document, the necessary National ITS Architecture components (e.g. functional requirements, Market Packages, Architecture Flow Diagrams Subsystems, etc.) will be developed/enhanced in order to more fully incorporate maintenance and construction operations. 26 p.
