  Phase III of the Intersection Collision Avoidance Using ITS Countermeasures program developed testbed systems, implemented the systems on a vehicle, and performed testing to determine the potential effectiveness of this system in preventing intersection crashes. The results are presented in this report in the following chapters: (1) Introduction; (2) Approach; (3) The Intersection Collision Problem; (4) Intersection Collision Avoidance System (ICAS) Testbed Design; (5) ICAS System Specifications; (6) ICAS System Analysis; and (7) Summary and Recommendations.
