• Abstract:
  Transportation and welfare studies show that without adequate ; transportation, welfare recipients face significant barriers in trying to move from welfare to work. These challenges are particularly acute for urban mothers receiving welfare who do not own cars and must make ; multiple trips each day to accommodate child care and other domestic ; responsibilities and for the rural poor who generally drive long distances in poorly maintained cars. Existing public transportation systems cannot always bridge the gap between where the poor live and where jobs are located. These existing systems were originally established to transport inner city residents to city locations and bring suburban residents to central-city work locations. However, the majority of the entry-level jobs that welfare recipients and the poor would be likely to fill are located in suburbs that have limited or no accessibility through existing public transportation systems. Furthermore, many entry-level jobs require shift work in the evenings or on weekends, when public transit services are either unavailable or limited.
