    The Federal Motor Carrier Safety Administration’s (FMCSA’s) safety goal is to reduce the number and severity of large truck fatalities and crashes. During the last several years, FMCSA has collaborated with the trucking industry to test and evaluate several on-board safety systems for commercial motor vehicles to increase the safety and security of all roadway users. FMCSA is now promoting voluntary adoption of these systems within trucking fleets by initiating steps to work closely with the trucking industry to define vendor-independent, voluntary requirements.

    The purpose of this document is to relay a better understanding of the functions of on-board safety systems and to provide insight into the safety and efficiency benefits of using the systems. The information has been developed in collaboration with trucking industry stakeholders, including representatives from manufacturers; insurance companies; commercial motor vehicle carriers; drivers; and academia.

    This document describes the concept of operations and voluntary requirements for Automated Cruise Control/Collision Warning Systems (ACC/CWS) for large trucks greater than 10,000 pounds gross vehicle weight rating (GVWR). Concepts of operations provide information about how each user interacts with these safety systems and their operational conditions. Voluntary requirements describe features and functions used to define the safety systems and their operational functionality.
