  Everett Transit's Comprehensive Plan provides the long-term framework to guide the development of public transportation services in Everett over the next twenty years. In this plan, Everett Transit clearly defines its mission, future direction and necessary actions. The plan is based on research, analysis and debate conducted over the past six months with project Technical and Steering Committees. These efforts are documented in a series of supporting technical papers in the Technical Appendix to this plan. The plan has three major elements, covering the agency's guiding strategies and policies, the future development of services and facilities, and an implementation plan and timetable.
