    Technical Operating Procedures (TOPs) to be used by the National Pollution Funds

    Center (NPFC) to provide guidance to Federal On-Scene Coordinators (FOSCs) and

    Coast Guard Districts concerning a State Governor's request for access to the

    Oil Spill Liability Trust Fund (FUND) under section 1012 (d) (1) of the Oil

    Pollution Act of 1990 (OPA90) (P.L. 101-380). These procedures have been

    developed to support the published interim rule (33 CFR 133) which accords the

    Governor of a State or the designated State official the opportunity to request

    funding for the immediate removal of a discharge, or the mitigation or

    prevention of a substantial threat of a discharge, of oil. Provides technical

    operating procedures concerning eligibility, communications, financial

    management, and recordkeeping for States requesting access to the Fund, Federal

    On-Scene Coordinators (FOSCs), and Coast Guard (USCG) District staffs.
