Description:
The primary concern of those responsible for North Carolina's vast highway system is to provide for the safe and efficient movement of people and goods. As an aid in acheiving this goal, this manual sets forth the Policy on Street and Driveway Access to North Carolina Highways and establishes the minimum requirements for the location, design and construction of street and driveway connections. This Policy also includes the legal basis for the exercise of this authority and sets forth the procedures to be followed when applying for a Street and Driveway Access Permit.
