Abstract:This handbook was created to provide definitive energy efficiency and water conservation design criteria for the design of NAS facilities. FAA-HDBK-001 provides implementation strategies and tools to comply with E.O. 12902, Energy and Water Conservation at Federal Facilities, which was issued on March 8, 1994. FAA-HDBK-001 was developed through the coordinated efforts of ASD, ANS, ASU, AEE, ASW, and FAA regions and should be used by FAA personnel in both Headquarters and the Regions. Whenever technically feasible and economically justifiable, the design criteria set forth in this document should be used to develop task orders and contracts for the design of NAS facilities. Specific subsections, or whole sections, of this document can be incorporated into task orders or contracts, and will thus
become contractually binding. This handbook should not be referenced, however, since handbooks are not contractually binding documents. If this handbook is referenced, in whole or in part, contractors do not have to comply. Only when the design criteria from this handbook are placed in a contractual document do they become contractually binding.
