Abstract:The U. S. Department of Transportation's Office of Commercial Space
Transportation (OCST) issues site operator licenses based on the site
operator's demonstration of the ability to ensure public safety and the
safety of property, both on and off the site. This document describes the
information the OCST will require of an applicant for a license to operate a
