Abstract:This advisory circular (AC) provides guidance for the use of value engineering
(VE) in airport projects funded under the Federal Aviation Administration's
(FAA) Airport Grant Program. Department of Transportation (DOT) Order 1395.1,
Use of Value Engineering in the Department of Transportation, directs all
administrations within the DOT to establish policies and assign responsibilities
for the use of VE within its direct construction and grant programs. VE
provides both the funding agency and the sponsor of a project with the
opportunity and the means to not only improve the project but to substantially
reduce costs. This AC should be used by sponsors of airport development
projects considering the application of value engineering to projects involving
grant funds. 17p.
