Abstract:The Federal Aviation Administration (FAA) is facing extreme resource constraints
and increasing demands on the aviation system. The Airport Planning and
Development Process (APDP) links organizations, people, and processes together
to provide coordinated leadership for the development and assessment of a
national system of airports. Three processes form the core of APDP: National
Planning, Master Agreements for Federal participation, and Performance
Measurement. These processes are linked by a common information technology
infrastructure. Implementation of APDP requires Airports staff to shift their
focus from individual development projects to the national system of airports
and how airport development programs support the Federal interest. APDP
recommends new and innovative ways to reallocate staff resources to support the
new processes while continuing to provide leadership in developing airport
improvement. The goal of APDP is to implement an integrated process that
advances airport development to support a national system of airports that
meets the Federal interest. 139p.
