Abstract:The Federal Aviation Administration (FAA) needs air/ground (A/G) communications
to provide safety-critical Air Traffic Control (ATC) services. Specific needs
documented in this Mission Needs Statement (MNS) include the following:
(1) Provide Air Traffic (AT)controllers the capability to accommodate the
growing number of sectors and services using the available, limited radio
frequency (RF) spectrum. (2) Reduce logistical costs (supplies, maintenance,
training, etc.), i.e., replace expensive to maintain VHF and UHF radios that
are of the 1940s technology and have exceeded their life expectancy by 10 years.
(3) Provide new data link communications capability to all classes of users.
(4) Reduce A/C RF interference and provide security mechanisms to identify
unauthorized users (e.g., "phantom controllers"). 32p.
