Abstract:The study was mandated by Section 682 of the National Energy Conservation Policy Act of 1978. The study's objectives were to: (1) identify the obstacles to increased bicycle use; (2) develop a Comprehensive Bicycle Transportation Program (CBTP) to overcome these obstacles; (3) establish a target goal for bicycle commuting; and (4) determine the energy conservation of potential bicycle transportation. As part of this effort, specific action plans for implementing the CBTP were developed for the DOT, DOE, EPA, CPSC, DOI, USDA, and GSA, and for state and local governments and private sector organizations. The study determined that 470,000 people commuted by bicycle in 1975 and that a reasonable goal for 1985 would be an additional 1.5 t o 2.5 million bicycle commuters, with a 50-100% increase in other bicycle travel. If this goal is reached, it will result in a total energy savings of 16.4 to 23.5 million barrels per year by 1985. /Abstract from report summary page/
