Abstract:Labor-management relations in the airline industry evolved largely in the context of government regulation up to 1978, driven heavily by the implications of the Railway Labor Act. The Aieline Deregulation Act of 1978 brought in a new era in airline labor relations, the dimensions of which - 13 years later - are still in the process of being defined.
The purpose of this brief study was to assess the current state of labor-managment relations in the airline industry. Specifically, the study reviewed recent settlements with airline unions and their cumulative effects on carrier costs. The aim was to provide the Department of Transportation with a concise understanding of the facts that bear on current collective bargaining in the airline industry, and a critique of the impediments that may affect collective bargaining.
