Abstract:

The Carrier Safety Measurement System (CSMS) is the Federal Motor Carrier Safety Administration’s (FMCSA's) workload prioritization tool. This tool is used to identify carriers with potential safety issues so that they are subject to interventions (i.e., actions used by FMCSA to encourage or enforce safe motor carrier practices) as part of FMCSA’s enforcement program titled Compliance, Safety, Accountability (CSA). CSMS is designed to cover the full range of safety-based regulations with which motor carriers must comply. CSMS uses safety performance data to rank each carrier’s relative performance in six separate Behavior Analysis and Safety Improvement Categories (BASICs): Unsafe Driving, Hours-of-Service (HOS) Compliance, Driver Fitness, Controlled Substances/Alcohol, Vehicle Maintenance, and Hazardous Material (HM) Compliance, as well as crash involvement (Crash Indicator). Analysis was conducted to measure how effective the CSMS is at identifying the highest safety risk motor carriers by using the CSMS Effectiveness Test (ET). The ET model simulates CSMS results based on historical data. The basic structure of the ET is running CSMS results for carriers for a date in the past and then observing the subsequent crash involvement of the carriers. Analysis is then conducted to quantify the extent to which there are associations between particular CSMS results and future crash rates.
