Abstract:

The report presents an evaluation of the impacts associated with the implementation of fare-free transit service in the Central Business District (CBD) of Albany, New York. The Albany demonstration began in November 1978; fares were eliminated for trips within the two-thirds square mile fare-free zone during off-peak hours on weekdays and from 9 AM to 5 PM on Saturdays. The local objectives for this evaluation were: revitalization of the downtown areas; reduced traffic congestion; increased fare-paying patronage; and improve public image of public transportation. Data collection involved surveys administered to population groups that included: bus patrons traveling within the CBD; downtown employees and residents; and areawide residents.
