Abstract:The report documents a novel methodology and analysis procedure for measuring a program's effect, and it is based on data from case studies of a representative group of twenty urban areas, conducted during 1976, which are reported in a companion report titled: Transportation Planning Effectiveness: Twenty Case Studies. The twenty urban areas represent all UMTA regions, a range of population sizes, residential densities, and demographic characteristics. The case studies are reported in a uniform format which focuses on transportation planning effectiveness but also includes the urban areas' socio-economic and travel characteristics, transit and transportation planning history. Specifically, the study reports the influence of Technical Study Grants on transportation planning effectiveness which is measured by the development of professional planning capability, acquisition of new capital equipment, introduction of new or improved services with existing facilities, and alterations in the local institutional climate.
