Abstract:In order to determine the regulatory burden imposed by CERCLA release-notification requirements on shippers and carriers handling products containing hazardous substances, eight shippers and seven carriers were interviewed in depth during the summer of 1983. The interviews were structured to elicit information regarding the volume and types of shipments of hazardous materials and hazardous substances, staffing required, training costs and procedures, paperwork burdens, and insurance costs. There was a general consensus that CERCLA would have very little impact on product shipment costs because: (1) nearly all high-volume, CERCLA-listed substances were already subject to federal Hazardous Material Regulations; (2) those products not previously listed were of little importance in commerce; and (3) nearly all firms handling these substances already had onboard appropriate staff to deal with the new regulations.
