Abstract:The Americans with Disabilities Act (ADA) refers to individuals who use canes or walkers, or who have trouble climbing steps, as standees. The Department of Transportation regulations implementing the ADA require that transit properties allow standees-on-lifts. The Department of Transportation regulations implementing the ADA require that transit properties allow standees-on-lifts. The strategies contained in this document are designed to help transit properties establish and improve their fixed-route bus service to standees. Four major areas of transit administration are addressed in this report: the role of management in establishing policy for standees; the role of operations in implementing a program for standees-on-lifts; the various training programs and personnel policies that can enhance service to standees; and various outreach programs that can increase standee ridership and enhance standee-system relations. The ADA requirements for wheelchair lifts and their use by standees are summarized in the Appendix. This report was developed from inputs received from six transit systems: Seattle Metro, Portland Tri-Net, Washington Metro (WMATA), New York City Transit Authority (NYCTA), San Francisco MUNI, and NJ TRANSIT. It presents these systems' common elements for employing a standee-on-lift program and discusses how other systems might use their ideas.
