Abstract:

This report presents an evaluation plan to measure the impacts of a vanpool demonstration project in Norfolk, Virginia. Under the project, the Tidewater Transportation District Commission will purchase vans with a project grants and lease them to individual drivers for use in vanpools for commuting to work at the Navy bases in the Tidewater area. The demonstration project is funded by the Urban Mass Transportation Administration Program.
