Abstract:The Service and Methods Demonstration conducted in downtown Memphis was one of 4 parallel demonstrations involving downtown auto-restricted zones (ARZs). Unlike the other three demonstrations (Boston, New York, and Providence), the Memphis ARZ was already implemented when the demonstration began. Thus, the demonstration had a slightly different focus: the implementation of additional transit service and physical improvements to enhance the atmosphere of the Mall and to attract additional patrons. Like many other cities, Memphis has experienced decentralization ofpopulation, employment, and retail activity over the past 25 years. In response to the decline of downtown Memphis, the city in 1974 sponsored an ambitious, 15-year redevelopment plan for the CBD. One of the key elements of this plan was the conversion of 12 blocks of the main retail street (Main St.) into a pedestrian zone know as the Mid-America Mall.
Public transportation improvements represented an opportunity for enhancing the impact of the mall. Recognition of the transit system's specific problems and opportunities in relation to the mall led to the formulation of this UMTA sponsored demonstration.
