The 1988 training program for Federal Port Controllers (FPR's) was designed to review the responsibilities of the FPC's to stimulate thought concerning actions that might be required in national emergencies, and to discuss and resolve, if possible, unclear issues.
The training program consisted of a one-day seminar containing a formal presentation as well as a discussion element. The seminar was given at three locations around the country. This report documents the work effort and the instructional material developed for this seminar. The presentation and hand-out materials are included in the appendices to this report. The report concludes with a series of recommendations for modifications to the FPC program and for future training activities.
