An UMTA Service and Methods Demonstration has been implemented in Danville, Illinois. The Purpose of the Demonstration is to test the use of a user-side subsidy on a shared ride taxi service for handicapped and elderly persons. This report presents time series and survey data analysis on the workability, cost-effectiveness and impacts of the project during Phase I. The demonstration has proven that a user-side subsidy can be workable and cost effective. Project demand has been moderate and costs per passenger trip have proven to be very low. Members of the demonstration to include a user-side subsidy for all persons on privately operated regularly scheduled fixed route service.
