METHODOLOGICAL INFORMATION ---------------------------------------------------------------- 1. Description of methods used for collection/generation of data: The USDOT division layer for the Federal Highway Administration (FHWA) Office of Federal Lands Highway (FLH) was created by the Bureau and Transportation Statistics (BTS), then approved by members of FHWA. BTS had several meetings with FHWA personnel to help understand where the FHWA divisions are and which areas it should encompass, mostly adhering to divisions of the FLH and the website https://highways.dot.gov/federal-lands/about. As a result, Esri’s ArcPro 3.0.2 was utilized in creating polygons, utilizing the U.S. Census state 2020 TIGER/Line shapefile to designate the FHWA division boundaries and using the dissolve tool within ArcPro 3.0.2 to cohesively represent individual regions, with an exception for the State of Wyoming. The Yellowstone National Park portion in the State of Wyoming was assigned to the Western federal land division using the National Transportation Atlas Database’s (NTAD’s) January 4, 2023 National parks dataset from the National Park Service (NPS), by using ArcGIS pro 3.0.2 to extract and merge the polygon with ‘PARKNAME’ as ‘Yellowstone’ from the National Parks dataset. The extracted portion was joined and then dissolved into the western federal lands division using ArcPro 3.0.2. To populate the attributes, BTS communicated with the FHWA to understand the address and contact information for each division. Various fields were then added to the database schema using the “add field” function within ArcPro 3.0.2 and then the fields were filled out appropriately by BTS with FHWA’s guidance and ultimate approval. 2.
