Abstract:The purpose of this study is to develop estimates of the risk associated with the
certification of insulin-taking diabetics as Class in student and private pilots.
Title 14, Part 67 - Medical Standards and Certification of the Code of Federal
Regulations states that, to be eligible for a Class I, II, or in class medical certificate, a
pilot must have "no established medical history of clinical diagnosis of diabetes mellitus
that requires insulin or any other hypoglycemic drug for control.
Although procedures exist for appealing medical disqualifications for pilots1 certificates
directly to the FAA, no insulin-taking diabetic has ever been issued a pilot's license.
The only diabetics currently flying aircraft are those who control their disease solely by
diet.
