Abstract:
The National Highway Planning Network is a comprehensive network database of the nation's major highway system. It consists of over 450,000 miles of the nation's highways comprised of Rural Arterials, Urban Principal Arterials and all National Highway System routes. The data set covers the 48 contiguous States plus the District of Columbia, Alaska, Hawaii, and Puerto Rico. The nominal scale of the data set is 1:100,000 with a maximal positional error of ±80 meters.
Purpose:
The NHPN was developed for national level planning and analysis of the U.S. highway network. It is now used to keep a map-based record of the National Highway System (NHS) and the Strategic Highway Corridor Network (STRAHNET).

Arc Attribute Table: The accuracy of FCLASS for NHPN links that contains LRSKEY information is consistent with the HPMS 2000 official submittal. The accuracy of the field FCLASS for other NHPN link and STRAHNET from the description section of the link table is consistent with state-supplied information for the years 1992 and 1993. The accuracy of fields FAC_ID, CONN_ID, CONN_DES and CONN_MILES, and NHS from the description section of the link table is consistent with state- and FHWA-supplied information for the years 1992 through July 2002.

Route Attribute Table: The accuracy of LRSKEY, INVROUTE, SUBROUTE, BEGMPT, ENDMPT is consistent with state-supplied information. A minimum match rate of 90% (by HPMS mileage) can be achieved with state HPMS submittal Route System (2001) with exception for Indiana, New Hampshire, and District of Columbia .

The elements of the NHPN have been conflated to the 1:100,000 DLG-3 data set, which maintains a nominal accuracy of at least ±80 meters. Where new roads have been added which are not in the DLG-3 database, link alignments have been digitized or converted from digital sources acquired from state DOTs with a map scale of at least 1:100,000. Where State data source was not available, CENSUS TIGER/Line 2000 was used.
