Abstract:The Intermodal Surface Transportation Act of 1991 (ISTEA) introduced an era of dynamic change in metropolitan transportation planning. This report on transportation planning in the Seattle-Tacoma-Everett Metropolitan Area is the sixth in a series of Enhanced Planning Reviews (EPRs) of major metropolitan areas produced by the Volpe National Transportation Systems Center (Volpe Center). The Federal Transit Administration (FTA) and Federal Highway Administration (FHWA) have sponsored this series of joint EPRs to assess the impact of ISTEA on the transportation planning processes conducted in metropolitan areas. The EPRs have examined the impact of planning on transportation investment processes and have provided a technical evaluation of planning and programming processes.
