Abstract:Through the application of appropriate traffic calming principles, neighborhoods throughout Pennsylvania may be able to enjoy safer streets that are shared by motorists, pedestrians, and bicyclists alike. The Handbook focuses on traffic calming measures that are used to address speeding and high cut-through traffic volumes, and includes information on various issues such as legal authority, liability, funding, and impacts on emergency services. Other information includes a "Traffic Calming Study and Approval Process", and a summary of the effects of specific traffic calming measures. This Handbook has been designed to supplement existing design policies and procedures and is not intended to replace or supersede any current requirements. However, it will be a beneficial reference to both PennDOT and local municipalities when considering the use of traffic calming measures on roadways within their jurisdiction. The Handbook may be viewed in PDF format by selecting individual sections on the left hand navigation bar or the user may choose to download the document as a single file (8.5Mb).
