Abstract:FHWA and a group of state Departments of Transportation from nine of the 14 US Accelerated
Pavement Testing (APT) facilities have proposed the creation of a joint or pooled funded program to
encourage coordination among the various facilities and provide resources and management for collaborative
studies.
The main objective of the Consortium of Accelerated Pavement Testers (CAPT) Pooled Fund is to
develop technical deliverables unique to APT facilities and to accelerate technology transfer among APT
owners.
The scope of work was to organize and structure a program that identifies and produces key technical
deliverables; provide a means to define, support, and share APT technology of mutual interest; develop a
longer-range plan of collaboration (strategic plan), including potential cooperation with international
community; and provide for special studies, investigations, research, and training.
