Abstract:The Federal Aviation Administration (FAA) has a responsibility to review aviation forecasts that are submitted to the agency in conjunction with airport planning, including airport master plans and environmental studies. FAA reviews such forecasts with the objective of including them in its Terminal Area Forecast (TAF) and the National Plan ofIntegrated Airport Systems (NPIAS). In addition aviation activity forecasts are an important input to benefit-cost analyses associated with airport development, and FAA reviews these analyses when federal funding requests are submitted. The purpose of this document is to provide guidance to individuals who prepare and review airport forecasts. Airport planners may apply the methods contained herein to develop aviation forecasts for an airport. Alternatively, planners may use the airport forecasts contained in the TAF for planning purposes.
