      The state's Growth Management Act provides new tools for local governments to plan for growth and the transportation facilities to support that growth. The Clean Air Act mandates transportation efforts to ensure healthy air. The federal Intermodal Surface Transportation Efficiency Act (ISTEA) changes the way transportation decisions are made, giving state and local governments more flexibility to respond to their individual needs. The Washington State Transportation Commission is meeting these future challenges by developing Washington's Transportation Plan 1997-2016. This plan addresses transportation facilities owned and operated by the state, including state highways, the Washington State Ferries, and state-owned airports. It also addresses facilities and services that the state does not own, but has an interest in, as they are vital to the entire transportation system. These include public transportation, freight rail, intercity passenger rail, marine ports and navigation,

      nonmotorized transportation, and aviation. This planning is being carried out in cooperation with local governments, regional agencies, and private transportation providers to ensure that Washington's transportation system provides convenient, reliable, safe, efficient, and seamless connections and services for all citizens.
