      Consistent with the Federal Aviation Administration's mission to foster a safe,

      secure, and efficient aviation system is the need for an effective and efficient

      process for communitcating policy and procedures. The FAA Directives System

      provides a practical framework for the agency's communication process and

      establishes standards for issuing direction and work information within the

      agency.

      This order prescribes policy, delegates authority, and assigns responsibility

      for ensuring agency compliance with provision of the FAA Directives System. It

      also directs the office of Information Technology to issue necessary operational

      standards and procedures needed to manage the system.

      This order provides to directives users direction for the development,

      preparation, tracking, and maintenance of directives. This order provides

      guidance for directives management personnel on how to manage and implement a

      uniform directives system within their office. Each office may supplement this

      broad coverage with specific guidelines and instructions peculiar to its needs.

      To meet the needs of the diverse and often changing disciplines and functions,

      the Directives System cannot remain static. Recognizing that system improvement

      is a vital element in the system's effectiveness and responsiveness to FAA

      personnel, this edition of Order 1320.1 reflects a major revision. Changes and

      improvements suggested by agency Directives Management Officers have been

      incorporated.
