Abstract:In the St. Louis, Missouri metropolitan area, the East-West Gateway Coordinating Council decided the route for the first MetroLink extension in the Cross-County Corridor in September 1997. The next phase, reflected in this paper is develop, during the environmental analysis and conceptual design phase of the project, the specific alignment profile and design features of the project. This "business plan" sets out the organization strategy, financial plan, and system description to guide the decision making process for actual construction and implementation of the project. Development of a Business Plan early in the project design and development stage constitutes a proactive, strategic approach to ensuring that the citizens and taxpayers of the St. Louis region realize the maximum return on this investment in the next phase of the MetroLink system. It is the frame of reference to which the region's leaders and citizens can refer during the coming months. Map, tables, graphs. 42p.
