Abstract:Despite increasing evidence that occupant restraint laws are effective in getting people to wear safety belts and an extremely cost-effective measure for reducing highway deaths and injuries, strong opposition at the state-level has prevented passage of such legislation in the United States. To further encourage and support state-level efforts on behalf of occupant restraint laws, the National Highway Traffic Safety Administration (NHTSA) contracted with Teknekron, Inc. to conduct a study to determine why past attempts to enact such laws in the United States have failed and to develop communication materials and strategies for overcoming state resistance to such legislation. This final report summarizes the activities and findings of that study. A key part of the project was the development of communication materials and strategies designed to aid proponents in gaining passage of occupant restraint legislation. This led to the development of a "how to" handbook or manual for individuals and groups interested in obtaining passage of occupant restraint legislation. The purpose of the handbook is to aid individuals and organizations at the state-level in launching an effective program to gain passage of an occupant restraint law.
